内容简介：

清末，淮军将领。字省三，号大潜山人，安徽合肥人。咸丰四年在家乡办团练，从清军参加镇压太平军活动，
升任千总。同治元年率众投李鸿章淮军，后随曾国藩、李鸿章在山东一带镇压捻军，升直隶提督，光绪十年以巡抚衔督办台湾军务，提出整顿海防的十项建议，并率军抗击法军八个月，后授福建巡抚。次年，台湾建省，改任台湾巡抚，在任内"丈田清赋"、修铁路、办煤矿、县筑炮台，促进了台湾经济发展，加强了台湾防务。1890年加兵部尚书衔，兼任海军衙门帮办。次年因病去职，后病死。
